Mr. Minchello conflates this exemption with two unrelated City ordinances. One defines 'professional services' as a profession that is regulated by law, like a lawyer or accountant, and establishes 'competitive negotiation' as the preferred method to obtain them. Computer services don't meet this definition. The second, the City's Pay-to-Play ordinance, doesn't favor one occupation over any other, and sets a threshold for business contributions during the 12-month period preceding the award of a contract.
