New CFO on Tap

A retired chief finance officer who last served in Trenton appears to be in line for the same post here.

The City Council interviewed Ron Zilinski by telephone in closed session Monday night, according to an agenda. City Administrator Bibi Taylor said Monday Zilinski's name will be offered for council confirmation at the Nov. 22 council meeting.

If hired, Zilinski's advent will ward off a state Division of Local Government Services threat to fine both the mayor and each council member $25 per day if they fail to put a CFO in place by the end of the month. The city has been without a CFO since the end of 2007. The council had asked the DLGS to name a temporary CFO last summer, but the agency recently denied the request and set the deadline for city action to resolve the issue.

The council is also being asked to pass a salary and wage ordinance creating the title of city treasurer. If passed on two readings, it will take effect in January. Zilinski will then assume the title, Taylor said. Because he is retired, his compensation is limited under state pension rules. Taylor said the job descriptions for a CFO and treasurer are basically the same.

  2. Just what the City needs - a part time CFO. Give that his salary, withoug affecting his pension is limited to $15,000 would probably be less than 2 months of full time work.

    Just another band-aid when major surgery is needed.

  3. Not sure about the maximum, 9:50 a.m., because Director Hellwig came on at $90,000 even though he gets a rather large pension from Essex County.

  4. So, we're talking about double dipping? This guy will collect a pension which is probably equal (or close) to his current salary and collect a huge salary from Plainfield...nice.

  5. Now all of a sudden part-time CFO is OK? I hear he will not even show up for work until April but will still get paid.

    7:24 is right. The politicians are scared of the $25 fine. They would even OK a gorilla (not saying the appointee is) to come in become CFO to save thier hides.

    Helwig's Pension for Essex County is from another Pension System. His Director's Position is under PERS now. I beleive he can collect is full pension without any restrictions. It's when you return to a position that is in the same pension system that your pension can be affected.

  7. Bernice, 9:26 is right. Helwig's situation is not the same as the CFO.

  8. Well, a work around is making him City Treasurer which means he can make the full salary in that title and probably will get $15,000 for CFO. Could also get paid from the Board of Ed as I think Sepelya did as their CFO.
