Developer Frank Cretella received approvals for the Art Lofts I LLC project in August 2011.
The small white building at the right was also slated for demolition. The main train station is across the street to the south.
Utility work was underway on Gavett Place and a city-owned lot at Gavett and North Avenue.
Gavett Place was closed to traffic Tuesday while the utility work took place.
