As controversies over constables and official cars deepened Wednesday, Council President Bridget Rivers called for the governing body to have its own National Night Out event and newsletter in competition with the administration.
Former Mayor Sharon Robinson-Briggs previously urged the council to reappoint two constables and to challenge the purchase of new vehicles for Mayor Adrian O. Mapp and City Administrator Rick Smiley. Both matters came up Wednesday as discussion items for the council.
Regarding the constables, Police Director Carl Riley said he was unaware that the city had any and said he did not recommend having them. Councilwoman Gloria Taylor called on Robinson-Briggs to explain. The former mayor said she sent Riley a letter in April 2014 about the constables, whose terms had expired. She said Riley told her he was reviewing the matter, Robinson-Briggs asked the council to put the appointments on the agenda for the May 16 regular meeting and read a statute on constable appointments after noting that Riley said the police force was down by 17 officers.
Riley said constables can't supplement the police force, as they do not have the same powers, and voiced other concerns, adding, "Nobody's going to tell me who to choose as my constables."
Councilwoman Rebecca Williams read another section of the statute on constables that said they must report monthly on their activities or lose their posts, whereupon Robinson-Briggs had a former constable come up and hand over a report.
"I know there are reports," she said, claiming former Police Director Martin Hellwig received them.
On the Explorers that were purchased out of the police budget, the discussion ranged from how to make sure "past practice" aligned with fiscal guidelines to Rivers' telling Smiley, "Maybe you should return the cars to Public Safety, where they belong."
"I won't be doing that," Smiley said.
"I want the mayor here," Rivers said. "I don't believe the mayor would have responded like that."
As Smiley insisted he could get any car he wanted from the police fleet, Rivers said, "I want you to give (the Explorers) back."
Regarding the Aug 4 National Night Out, Smiley first said it could not be held on the steps of City Hall because the administration had an event scheduled on the same night.
"If you have your event in the front, we will have ours in the back," Rivers retorted.
Then it turned out the administration's event was itself a National Night Out Program. Rivers said the administration should have discussed it with the governing body, adding, "If the administration is having one, we'll have one, too."
Councilman Cory Storch reminded the council that neighborhoods can organize their own events, and Smiley suggested that the council could hold them in each ward. Councilwoman Diane Toliver said people love having the event on the City Hall steps, saying to residents it's "like the White House."
In the end, Smiley suggested the two branches of government could work together.
The discussion items alone took over an hour. Near the end of the meeting, Rivers drew one more line in the sand.
"We have money in our budget," she said to the council members. "We need to work to have our own newsletter."
She said it could be used to publicize ward meetings and such, and suggested hiring someone "to do those things."
Mapp's online newsletter had come up in budget talks when some council members suspected a grants coordinator was writing it. Budget consultant Lawrence Caroselli had recommended elimination of the grants coordinator, but Finance Director Ron West said the staffer had brought in $1 million in grants. The newsletter was written by the mayor's chief of staff, who was also targeted for elimination in the 2015 budget.
The meeting was taped for viewing on local cable channels 34 and 96, so tune in to see all the action.

You are correct the administration wants to use monies from a different budget to buy brand new vehicles. The previous administration inherited cars from the late great Al McWilliams administration. ReplyDeleteI will say again as I have said time and time again I am extremely disappointed in Mayor Mapps administration. Why would they have their own national night out with our consulting the council. I just do not understand this.
I have attended the Nation Night Out for several year's and this is the first city where the administration have chosen to not include the council.
This is not what National Night Out is all about. I am just disgusted.

DeleteI just want to say that the city has always had a national night out and I tired of Bridget and Sharon and Jerry's kids wasting our time and money. Bridgett and Jerry's kids are upset as they know the current Democratic City Committee will not put them on the ticket when their term expires. I think Rivers has two years left. I hope its less, but we need to be rid of Rivers, Taylor, and the rest of Jerry's kids. Taylor tends to talk down to people as if they are stupid, and insist that the Administration put people up from Plainfield, even when there are none well qualified. She earns a great retirement from towns she didn't live in, so what is her problem, except to be obtuse. I'm glad that we have the opportunity to be ride of these "stooges." Their time is limited and the vast majority of us on the City Committee are tired of their games. Sharon couldn't win a Committe seat, and you'd think she would get the hint. She really is a stupid person when it comes to clues from the public.

How can we go about getting rid of Bridget Rivers? I have never seen anyone more unprofessional and ignorant than she. Rivers, Taylor and Briggs do more harm to Plainfield than all the crime in the city. Do they not realize that their negative attitudes and unwillingness to compromise is destructive to the city and its residents? I’d like to know who is feeding Rivers eagle because she’s delusional in her thinking. She actually believes she’s the sole decision maker for the city and has more power than the Mayor. If this is the best Plainfield has to offer, heaven help us.

ReplyDeleteIsn't it fortunate that the near 10% Caucasian voters dominated the election so that we have a change. I suspect that you will also claim that the 90% represented by the combine African-American/Hispanic minority had their votes not counted. Be realistic the division in Plainfield was between a desire for good government for the people. and not one of self interested individuals. To raise a race card about that election is proof why you will not identify yourself; "bigoted self interested loser".

ReplyDeleteI attended last night’s Council Meeting to see what budget amendments the Council was going to enact.
The discussions about National Night Out and Cars for City officials were unnecessarily childish and hostile on both sides.
First, National Night Out. When the Council raised the issue, Mr. Smiley’s response of City Hall being unavailable due to another conflicting event seemed very evasive. From there things escalated into a real pissing match with the Council insisting if the Administration was using City Hall steps, they would use the parking lot. Then Mr. Smiley countered with the Administration schedules events at City Hall. Please will you all just grow up! It came out the Administration event had yet to be planned and it was never stated as being a National Night Out Event. After much bickering by both sides finally begrudging agreed to discuss working together. The best idea I heard was to have the event in all four wards of the City, so it’s truly a city-wide event and not just a party at City Hall. How about including walking tour of the City as part of the event which would go through all the wards, kind of like a parade route and engage as many people as possible? Refreshment stations could be placed along the route and marchers or walkers could be given trash bags so they could help clean up the City as they go. That way by the time the event is over, marchers would have met people from across the City, had a good walk, and the City would be cleaner. A WIN, WIN, WIN.
As far as the Cars go, the Council made two valid points. First City Cars should not be used for personal use and driving one to your job someplace else is personal use. Next, moving budget money between departments for another purpose should require council approval. However, as we heard last night from Corporate Council, the established past practice for buying cars in the City for several administrations has been to buy them out of the police budget. So, despite the validity of the Council’s points, the Mapp administration only did what many other administrations have done before. To Mrs. Taylor’s point, this process should be corrected so that in the future all budget money reallocations should be approved by the Council.
Having said that, as a taxpayer I am very opposed to any City official or employee having a car or getting a car allowance. The City has a Residency Requirement for employees. So with very few exceptions every employee lives in the City of Plainfield, which means at worst he or she is a mile from work. Even someone who is on call 24 hours a day is still very close to work. Out in the real world people are expected to provide their own transportation to and from work no matter their work schedule. It should be the same for every City employee. On the occasion where someone has to travel outside the City on official City business, which should not include political events, he or she should be required to use their own car and submit a voucher for mileage reimbursement. It’s wrong that we taxpayers should have to foot the bill for the unnecessary extravagances, such as a car, just because someone feels entitled or because it always been that way. It is also the wrong precedent to set; that it’s OK to take something at taxpayers’ expense. I would love the Administration and Council to finally take the side of the taxpayer and end the wasteful and abusive practice of giving cars to any and all city officials.

Having been a former city employee in two capacities Police Officer/Sergeant/Lieutenant/Captain and as Public Safety Director, the need for the use of a city vehicle is paramount. In public safety the need for a city vehicle is critical. Being called to respond to emergencies 24 hours a day greatly exposes the employee to the masses of inattentive drivers, especially today with texting. So let me put it this way: as a public safety official with the city of Plainfield, I'm called upon to respond to a critical incident. Along the way, an inattentive driver runs a light and hits me. I'm injured and my car is totaled. Who pays for my injuries and my car. Add to this the other driver has no insurance. I'm responding on behalf of the city of Plainfield. By your position, I only get mileage reimbursement. But what about the injuries, vehicle replacement. You know the answer: Law suit by me to the city for pain, suffering, vehicle replacement, loss of relationships with my spouse and on and on and on. Using a city car limits everything to on-duty coverage.
All the city officials that have been grant vehicles are employees that are on call 24-hours a day 365 day a year, no matter where they are. This is not a perk but part of the responsibility of the job. Can you see the Fire Chief driving his personal vehicle to a fire scene with no emergency equipment on it? Right!

The hateful, name calling, race baiting comments on this blog is shameful. It shows that the city is definitely divided and not making an effort to come together. If the same amount of energy is spent on being positive then we can really see Plainfield moving in the right direction. The political rhetoric is hijacking our city and taking it down the tubes. The election is over. The people have spoken. The bickering back and forth is getting absolutely nothing done. If you really love Plainfield as you claim, then make a concerted effort to work together.

I think that he has amply demonstrated his capabilities to be a Commissioner, and that Mayor Mapp might replace his controversial nomination of "Jazz" with Mr. Kaercher. Given the weight of support behind Mr. Kaercher the Council may be compelled to change their opinion of his suitability. Bill Kruse

I would beg to differ with people who say that this city is divided. Do we not have neighborhoods where there are all races, genders, nationalities, and people whose sexual orientation differ? We do, and as a community most of us get along because we are all human beings who know that being a jerk is not relegated to any one particular race, sex, nationality etc.
ReplyDeleteThere are people in Plainfield who are determined to make life miserable for the rest of us because it appears that hate and anger fuel them. So if there is any division in this city it is between those people who are angry, evil and hateful, vs. the rest of us who are decent people and want to live a good life.
And I concur that Tom should be brought up again to be a PMUA commissioner. He has proven that his agenda is to make Plainfield a better place.
Regarding divisions, when I was working at a weekly newspaper in Plainfield in the 1980s, I came up with at least 12 constituencies in the city, ranging from political to ethnic to cultural. I decided they could be boiled down to two categories, those of good will and those not of good will. The same thing applies today.
DeleteThe fact that Tom Kaercher wrote the only comment that stuck to the issues at hand, does need to be applauded. I thank him for being respectful, transparent and non self serving. Most of the other commentators have a foot in one camp or another. What happened to "One Plainfield", I stopped going to Council meetings awhile ago. The acrimony and snarky comments, from both sides, offends my sense of what a community should reflect. We have to start being civil to one another. That would go a long way towards people actually getting involved, for no other reason than their love of the "Queen City".

I readily admit that you know the particular needs of fire and police response better than I do, I would like the opportunity to sit down to gain a better understanding of all the issues before forming a final opinion on the issue.
In response to some of the issues you raise. If I understand the emergency response process, when a 911 emergency call is received the on-duty officers and commanders would be the first responders. I would expect off-duty officers and commanders would by the very nature of an emergency and their possible lack of proximity end up being secondary responders. To your point, if you are out of the area, say an hour away, on .personal business, is it reasonable or practical that you would go into emergency response mode for an hour to get back to an emergency? As a senior member of police and fire command I would expect your involvement in an emergency response would for command and control decisions and not to be directly involved in a fire fight. In this day of mobile communications and smart phones, a senior commander would be in constant contact with an onsite mobile command center as you respond to the scene. it paramount that a secondary responder be in a city vehicle. In other communities, I have seen private vehicles outfitted with portable lights and sirens responding to emergencies. Does your response imply that as an on-call personnel that you should drive a city vehicle no matter where you go? As a taxpayer, I have an issue with that because of city’s increased liability exposure from having that vehicle on the road so much even outside the City. You raise an excellent point about the risk of encountering distracted drivers as you drive to and from work. Is there data that shows emergency vehicles are at greater risk from distracted drivers than anyone else going to work? It’s a big problem for all of us. And if you were in an accident in a city vehicle while you were doing your job, would you be less likely to sue for pain and suffering than if it happened while driving your own car? Maybe, I don’t know. Either way, you would have a valid workman’s comp case. And since it is conceivable that in a severe emergency, all police and fire personnel could be called in, so I could see argument being made that the all should have city cars, just in case. I realize this practice has been in place for a long time. That doesn’t mean that it is the only way to meet the need and be optimally cost-effective at the same time. I would like to see historical cost/benefit data of the City’s car program vs. cost and operational effectiveness of other alternatives. I admit the data might show a justification, on a case by case basis, for a dedicated car for a police or fire person, I see no reason why a person whose job is mostly administrative needs one. Once again, I would like the decision to be data driven and not to be treated as an entitlement.
As a taxpayer, I expect City employees, elected officials and appointees to spend public funds like they are coming out of their own wallets. I expect the City to be run with maximal operational efficiency and cost effectiveness. Unfortunately, in my 28 years in Plainfield I have repeatedly seen taxpayer money being wasted by officials as if they found someone else’s ATM card. The almost $2 Million/year in Police and Fire overtime expense is a perfect example. It appears to be a complete failure of Police and Fire leadership by allowing their personnel to ‘game the system’ at taxpayer expense
