Charter Study Commission To Meet

Now that the general election results have been certified, the city's new Charter Study Commission has set the date to organize. A legal notice today announces the meeting will take place on Dec. 11.

BE ADVISED THAT THE PLAINFIELD CHARTER STUDY COMMISSION WILL CONDUCT A MEETING TO BE HELD ON TUESDAY, DECEMBER 11, 2012 AT 7 O’CLOCK P.M., IN THE CITY HALL LIBRARY, 515 WATCHUNG AVENUE, CITY OF PLAINFIELD, FOR THE PURPOSE OF THE FOLLOWING:

1. SWEARING OF DULY ELECTED COMMISSIONERS.
2. SELECTION OF A CHAIRMAN/ ASSIGNMENT OF OFFICERS.
3. FIXING OF MEETING DATES TIMES AND LOCATIONS.
4. ADOPTION OF RULES OF ORDER.

  2. I am happy to see that the Commission is gearing up to begin this very important and needed task. Though I am concerned for their success because our Democratic Party Committee Chairman Jerry Green expressed skepticism about the Commission and any Charter changes. This was witnessed at the last meeting of the committee.

    As most of you know the balance of power will change on the City Council on January 1st. I am guessing that any changes in the Charter would need the blessing of the Council. And therefore the blessing of our Chairman.

    In order to be successful the Commission should have the foresight to reach out to the Chairman and the Council and include them in the process.

  3. Just remember how dedicated and through the committee may be ... in 20 years there will be cries of "Charter Reform!" To all those who spent hours/days after the riots working on the present charter [and not just taking one of the many acceptable ones available to any municipality in the Faulkner Act] I say, sorry your hearts were in the right place but unfortunately you wasted your time.

    The city is now worse off then before, just look around you and open your tax bill.

  4. A charter commission is not a charter committee. It has the authority to present a whole new document for voter approval by referendum- with or without the blessing of Assemblyman Green or anyone on the City Council. Any system that weakens the power of the Democratic City Committee chairperson (whoever it happens to be), and increases the number of different voices on the City Council, would be preferable to what we've got now.

    As I mentioned in my comment I was "guessing" that the results of the commission would need Council approval - by your comment are we to conclude that the results of the commission are then presented to the voters and not the council? That would indeed be preferable.

  6. Jim, My understanding is that if we keep the same type of government (we keep the Special Charter), it must be ratified by the State House and Senate. However, if we change the form of government (adopt one of the Faulkner Acts type of government) it must be voted on by the citizens of Plainfield. So in essence, if the Special Charter remains how Plainfield governs, Jerry Green would have influence over its passing.

    AJ would be he one who can confirm this. Jeanette
