Bids Sought for "Parking Structure" Study

Still looking for the promised RFP for outsourcing Planning - meanwhile, this ad turned up today and is the first glimmer that the much-discussed parking deck may be inching closer to reality.


CITY OF PLAINFIELD PUBLIC NOTICE TO BIDDERS 
PARKING STRUCTURE FEASIBILITY STUDY
Notice is hereby given that sealed bids will be received by the City of Plainfield, Union County, New Jersey Purchasing Division, for a Parking Structure Feasibility Study contract, and opened and read in public at the City of Plainfield Municipal Building, Purchasing Department, 515 Watchung Ave., Plainfield, New Jersey on Wednesday, September 30, 2015 at 11:00 AM prevailing time. Contract Documents and Plans for the proposed work are on file in the City of Plainfield Purchasing Division, 515 Watchung Avenue, Plainfield, N.J. 07060. Bidders will be furnished with a copy of the contract documents by the City of Plainfield Purchasing Division for a cost of $10.00. Proposals must be made on the Standard Proposal Forms in a manner designated in the contract documents, must be enclosed in a sealed envelope bearing the name and address of the bidder and the name of the work on the outside, addressed to the CindyLea Weber, Purchasing Agent, City of Plainfield, Division of Purchasing, 515 Watchung Ave, Plainfield, N.J. 07060 The City of Plainfield reserves the right to consider the bids for sixty (60) days after the receipt thereof, and further reserves the right to reject any or all bids, either in whole or in part and also to waive any informality in any and make such awards or take action as may be in the best interest of the City of Plainfield.   1. Should be noted that this is an initiative that was pushed by the Planning Department. I am sure a consultant acting as our Planning Department would have known of the need and acted accordingly. Likely they would have said "that isn't in our contract but for extra money we can do a study to see if a study is needed".

    1. Your comment leaves me uncertain as to whether you are advocating the dissolution of the Planning Department in its entirety, or not? There are certainly special studies which are outside of the expertise of the Planning Department. A Parking Garage study which involves traffic patterns, parking regulations, population studies, economic analysis, etc, understandably falls into that category. A Consultant who has expertise in the economics of Municipal Parking Garages is hardly the guy you want to employ to study the propriety of replacing an existing window in an Historic District with an alternative style.

    2. Anon 11:27 - thank you for asking for clarification. My clumsy attempt at humor masked my support of the current planning department - who has effectively been pushing for a parking study.
